						 <p>I attended the London Census outputs roadshow in October and brought up the<br /> question of errors in tenure entries in the 2001 census, whereby<br /> particularly tenants of housing associations receiving stock transferred<br /> from local authorities were confused about their landlord and gave wrong<br /> answers. I was shown questionnaire changes which will help to limit these<br /> errors, but suggested also the use of NROSH (the National Register of<br /> Social Housing) to check entries via postcode or maybe even NLPG UPRN. The<br /> administration of NROSH is now the responsibility of the Tenant Services<br /> Authority. I have discussed this with Paul Askew, who leads the section<br /> for NROSH, and learned that they are willing to talk about it. 						 <p>I think in general at sometime or other all of these will be needed.</p> <p>The only extra I can think of is similar comparisons and metadata for geographic changes. As OA's are not constant, i.e. some will be split or merged (&lt; 5%) information to identify these will be required. 						 <p>It was originally planned to time the census to avoid this. Since the date was set however, I have heard that it will still get some students at term-time and some at vacation. 						 <p>I need to determine an accurate population at a small geographical level, which places students at their vacation address (i.e. location of domicile). This data is used to calculate participation in Higher Education. Using population data which places students at their term-time address distorts the participation rates because areas with a high density of student accommodation will have the participation rate underestimated, as the number of students domiciled in the area is lower than the number of students resident in term-time in the area. A good example of this is Aberystwyth, which is a small seaside town with a University, there are a high number of students in term-time, but a low number of students domiciled there. Possible ways of overcoming this problem might be by producing a small number of tables using a population base where students are placed at their vacation address, or some other way using the second address field?</p> <p>Calculating participation rates is likely to become an area of increased focus for government departments, and I would like to be able to calculate more accurate participation rates. But the proposed licencing and access arrangments should improve things considerably. 						 <p>I would also add that whilst the OA to OA has issues when used with very small counts that it does have uses. 						 <p>The small cell adjustment (SCA) method was used to protect the confidentiality of individual respondents in 2001 Census data and does have significant effects on the utility of some tables.</p> <p>The origin destination tables, especially at low geographies, will be greatly affected.</p> <p>The method itself should be unbiased, so that a total of 50 people travelling from OA1 to OA2 would have an expected value of 50, but there is significant variation between the published total (which is a sum of protected counts) either above or below the unperturbed total.</p> <p>The variation can be seen for OA to OA counts broken down by different variables. For example, using a breakdown by age and sex could give a total of 25, a breakdown by economic activity could give a total of 33. By taking all the different published breakdowns and averaging the totals, one gets a still unbiased estimate and with far less variability from the unprotected count.</p> <p>For the 2011 Census, we have already proposed that origin destination tables at low geographies are protected not by SDC methods, but by licensing and access arrangements. 						 <p>The interesting things we could learn from the results would require knowledge of the number of returns and the counts by persona for the bars illustrated. I think the 20% "none of the above" could be important, if it falls entirely within one persona.<br /> We need to know much more about the sample of respondents to judge how representative the results might prove within the user communities / personas.<br /> When considering the outputs, to be able to call down custom ready disclosure controlled tabulations would cut the need to call for so many special tabulations and the associated delays whilst disclosure issues were sorted out - or not in many cases.<br /> There needs to be thought on how to use the provision in the Statistics and Registration Services Act with regards approved researchers (section 39 (4) i). 						 <p>IT seems to me that the question is to look at what is wanted, before deciding what to offer.</p> <p>My guess is that for most people in a home \ school based role that a NeSS like website will provide what is required. For greater access of data a NOMIS approach for users who want more data and less analysis \ mapping. 						 <p>The reality of local politics and grant allocations requires that data sets are available for local authority wards current at the time of the data analysis. MSOAs are of no benefit for this purpose, LSOAs only so long as they continue to nest into wards.</p> <p>There is also a desperate need to tweak Output Area boundaries so that they are recognisable on the ground: that they run along the centre of roads and streams, face of fences and walls, between boundary stones, etc. This is for the most part technically achievable: the anomalous parts of OAs generally contain no residential properties; anomalous OA boundaries rarely pass through them. To add this comment took more than one attempt. 						 <p>An additional helpful characteristic to add to the anonymised and delocalised records would be the ONS area classification (LAD, ward, or most helpfully Output Area). Then, even though we don't know the actual location of the record we would know the type of residential area they live in. 						 <p>Mention was made at an early stop on the roadshow of the requirement by Eurostat for census output to be available in hypercube format. Good news!</p> <p>I understand hypercubes to be a format for storing multidimensional data, of which the census is a perfect example: "age x sex x ethnicity x place of residence" is four-dimensional data. It is easy to see how the number of dimensions that anyone would want to analyse can be extended further.</p> <p>For the 1991 Census output, there was a convenient piece of software available that could swivel the tables to display any three of up to fifteen dimensions at a time (from 5 columns x 5 rows x 5 pages) and produce charts: Lotus Improv, no longer in the shops or given technical support and way out of date. MS Excel pivot tables will do this to some extent, but nowhere near as elegantly.</p> <p>There would seem to be a commercial opportunity over the next two or three years for someone (perhaps the SASPAC development team) to produce an updated version of Lotus Improv, cheap enough to be used by local authorities and other small-scale users. 						 <p>For myself the great thing about GROS' output was that the counts were additive across all of the geographies (migration excepted).</p> <p>The biggest issue was the lack of a proper CSV formatted file. ONS were able to commission a programmer to output their data in a sensible format. Unfortunately GROS were using a different version of Scrol and so were unable to make use of this. The Scottish CSV file was provided with all the geographies mixed together and was a nightmare to sort out.</p> <p>Next time it would be sensible for all three census agencies to fully test the outputs with their users to ensure that this does not happen again. 						 <p>In England &amp; Wales 2001 had a new geography whilst 2011 is going to have a 'stable' geography, as Scotland had in 2001. This does not however mean that the geography will be the same as OA's will be split and merged as appropriate. 						 <p>Generally we have good feedback from our customers on our Census Customer Support service but we are open to ideas on any improvements that could be made for 2011 user support. For example, some users have said that they would have liked to have been offered a census training course to explain the range of 2001 statistical outputs and metadata and how to locate and access these. Although we are at an early stage in our thinking about 2011 Census output products and services and delivery systems, we would be interested to know if there will be any demand for this kind of service for 2011 output and if so what kind of training would be most likely to meet user needs? On-line training or a course delivered “face to face” to a small group of users? Or perhaps regional day seminars delivered to larger groups? 						 <p>As a casual observer of census results I believe only the client, who has requested your service, can make a decison based on your presentations.</p> <p>Asking all and sundry to comment on this subject will lead to many varied opinions.<br /> Personally I like to read articles that have been released to the newspapers. I realise all these will be edited to show facts that the Chief editor requires.</p> <p>The Census bureau should always be releasing Media faqs everyday. 						 <p>Even this far in advance, it is clear that the 2011 Census will provide an invaluable - and interesting - snapshot of life in the United Kingdom. Crucial to making that information useful (and well used) will be making census outputs intelligble for a wide range of users, from specialised statisticians and researchers right through to interested citizens and schoolchildren. Against this background, there is also the constantly changing technological backdrop of the Web, which will play a key role as a delivery channel. So - how should 2011 Census data be presented to users and in what formats?</p> <p>ONS has already made some progress in re-thinking how statistics can be presented for different audiences. For example, the interactive, <a href="http://www.statistics.gov.uk/populationestimates/svg_pyramid/default.htm">animated population pyramid</a> has proven popular with a wide-ranging audience. A tactile, playful approach to data presentation certainly seems to have its place. However, we are also aware that - in addition to downloading data, people might also to access data directly using Web 2.0 technologies. Such a mechanism might be useful for integrating data with data from other locations.</p> <p>We are interested to hear about people's expectations of how they will access and interpet Census data. 						 <p>European Regulations govern the delivery of Census data to Eurostat from member states, and in the past the UK Census Offices (ONS, GROS and NISRA collectively)were obliged to provide Eurostat with a specific set of tables.</p> <p>New regulations will come into effect for the next Census that will require the National Statistics Institutes of member states to make their data available in data cubes as specified by Eurostat. Member states have contributed to the development of these specifications. Eurostat plans to build a web portal that can access data held by those member states who have web systems that are able to exchange data automatically with other websites, and are carrying out some pilot studies.</p> <p>The UK Census Offices are at an early stage in planning outputs, and the systems that will deliver them, and it is too soon for them to be involved with the pilot work or commit to developing such a system. 						 <p>Following on from the close of the User Output Survey last week we have started to analyse the responses we received and we will be posting initial results at the beginning of July. 						 <p>We would welcome any ONS proposal to release potentially disclosive data by means of a licence. We have been arguing for such a scheme for some time. 						 <p>I was wondering why this is an either \ or choice? Why can't the users be allowed to choose the most appropriate for themselves.</p> <p>If some are prepared for the blurring of data because of SDC at the lowest levels in order to get ease of access fine, whereas others may want the greater accuracy and are prepared to use restricted access, then also fine. I believe that some users will only be using the OA to aggregate to their own higher geographies and so are happy with the first option, whilst others will want to look at the detail and so the latter will satisfy them.</p> <p>I don’t see that this would undermine SDC and would give users the choice to meet their needs.</p> <p>If we are not careful there is a possibility with all of these consultations that we will be fixing the problems of the last census. The census agencies hear from those who were dissatisfied, but those who were happy will not be commenting. 						 <p>Disclosure Control is a necessary evil. We have an obligation to protect people’s information and if we didn’t they wouldn’t complete their Census forms. Applying disclosure control though means that we are always going to lose something - but there are choices and trade-offs to be made. The survey asked which SDC features users consider to be most important for example, maintaining additivity in tables, consistency across tables, counts that are as near as possible to true counts, a method that is easy to understand, being able to take account of the effects of the method in analysis and the relative importance of these features. Users from different communities may have different priorities and we will be reporting on this and giving feedback to the methodologists who are evaluating the short-listed SDC methods in terms of the protection they give and the effects on the data -a risk/utility continuum.</p> <p>We are aware that users were very unhappy about the effects of the late addition of Small Cell Adjustment in the 2001 Census, particularly to tables with low counts such as the OA level Origin/destination tables which resulted in users reporting that such outputs were “unfit for purpose”. Whichever SDC method is applied the data quality of sparse tables are going to be disproportionately affected. For these types of tables we are considering the option of applying lower levels of SDC and making the output available to users only under special licence or accessed in data labs with outputs checked prior to removal.
