Scotland’s consultation on the main statistical outputs from the 2011 Census has begun. This consultation is an important part of the General Register Office for Scotland’s (GROS) preparations for the 2011 Census in Scotland. It provides an opportunity for users of census data to help shape the main statistical outputs for the 2011 Census and to comment on a range of related issues. It also lets us give an update on the progress being made across a number of areas that bear on our plans for producing and disseminating the census results.

This Census Output wiki site is supported by the three UK Census Offices - the Office for National Statistics (ONS), General Register Office for Scotland (GROS) and the Northern Ireland Statistics and Registration Agency (NISRA).
The next Census of Population will be held in 2011. With each census, we aim to improve methods of disseminating data to the public by publishing census results in a timely and accessible manner, while maintaining high data quality standards.
Suggestions, ideas and opinions expressed during consultation help to ensure we continue to improve so that census data is the most accessible and relevant.
Beginning in February 2008, we invited users of Census data to join in and have their say on high level output issues by completing an online survey which ran for 12 weeks and closed 19 May. We received responses from over 500 people or representing groups, and would like to thank everyone who took part in the survey.
As part of the pilot consultation programme to support the online survey, we ran a website featuring a blog and discussion forum. Blog posts from the pilot website are archived in threads with the original user comments and replies in the Forum.
We have now conducted some analysis of the survey responses, and some initial and more detailed findings have been prepared in order to further stimulate feedback from and dialogue between users.
We have developed this website as a second stage of the pilot programme to provide an arena in which we can
- publish the results of the survey
- provide commentary and Census views on the findings using an ongoing blog
- invite specific user feedback to Census views using responses to blog commentaries
- encourage ongoing and more detailed discussion of topics between users in the discussion forum
We strongly encourage dialogue, comment and discussion from all users in order to capture a wide base of views and opinions. Your contributions will help us to understand the requirements for output and how best to use our resources to try and meet them.
In addition to the blog and forum, we have also included an area to develop a Census Output Wiki section, which also includes a dedicated Glossary sub-section. We hope that expert users of Census data will participate in the test of a collaborative approach to developing a prototype online metadata store. Please visit the Wiki to see the prototype develop over time.
We are using this extended pilot to find out whether online engagement is useful for longer term dialogue with data users. So in addition to feedback about the survey results, consultation topics, and output plans, we also welcome feedback and comments on the nature and potential of future online consultation - the aspects which could be improved in the future and what new elements we should consider. As far as possible, constructive feedback will be incorporated into the ongoing development of this website, or used to design and develop any future iteration.
